Enrique Penalosa, President of Institute for Transportation and Development Policy (ITDP) gave a talk in Anna University on Friday (November 20, 2009) on how the Chennai transport system could be transformed so as to make the city ‘livable’ and the citizens ‘happy’. Penalosa, former mayor of Bogota, began the talk by stating that a city that is good for its children, the elderly, the handicapped, the poor, is good for everyone else. The talk focused on making buses the primary mode of transport and on restricting usage of cars in order to make the city free of traffic jams and pollution.

The Hindu (November 16th Chennai edition ( http://www.hindu.com/2009/11/16/stories/2009111657980100.htm ) had a front-page article on how China was planning to adopt the activity-based learning (ABL) model that Tamil Nadu government schools employ to teach primary-school students. I just came across a vigorous discussion that took place recently on the Ohio State Ag Econ listserve (which I have failed in trying to subscribe to). The discussion stems from a recent Foreign Policy article, “ How Microfinance Changes the Lives of Millions ” by Shweta Banerjee, and from Milford Bateman who wrote a much discussed op-ed on microfinance last year in the Financial Times . You can get the meat of the discussion here and here , in which Bateman argues vociferously against microfinance in light of negligible evidence that microfinance reduces poverty.

We had an interesting discussion in our office yesterday about the different kinds of thought processes that motivate a researcher to go through the pains of research – the Buy Generic Cialis debate came to a point where there were two sets of thought processes – the ‘why’ crowd and the ‘what can be done – solution finding’ crowd. Of course, to reach a stage where one can think of solutions to ‘problems that plague the development world’ (sigh – i know it’s a phrase you’ve heard a million times!) – one must spend some time thinking about the ‘why’ ie. why the problem exists in the way it does

The ‘International Conference on Development Evaluation’ held on October 12th in Delhi seems to have been a star-studded event in that stakeholders from different institutions – UNDP, World Bank, ADB, DFID, senior IAS officers – were present to impart their views on how to build a better evaluation system for the public sector in India. The key focus seemed to be the formation of an Independent Evaluation Office (IEO), the architecture of which would be sketched purchase prescription drugs out in the near future.

The last two days I’ve been hearing the simple, yet immediately evocative two-note theme song from the movie Jaws in my head. The premise of the article by Ketaki Ghokale was primarily based on data from Ramanagaram, a small town in Karnataka. It basically highlights the impact of over-lending by the MFIs, citing that it leads to “social tensions” and fuels a cycle of indebtedness (this is further discussed in another article on pressures of group borrowing by the same author).
